Title: Early or Late? The Timing of Universal Cash Transfers and Infant health

Abstract:ÌýWe extend the literature on cash transfers and infant health by examining how payment timing during pregnancy affects birth outcomes. Using a synthetic difference-in-differences approach, we find that the Alaska Permanent Fund Dividend increased birth weight by 23–51 grams and reduced low birth weight incidence by 11–20%. The largest effects occurred when payments were received before conception or in the first trimester. Potential mechanisms include reductions in premature births, improved intrauterine growth, and increased prenatal care utilization, particularly for low-educated mothers. Our findings highlight the importance of timing in cash transfer programs for improving fetal and early-life health.
