KODEM

KODEM is a national research infrastrucure financed by the Norwegian Research Council, starting January 2025. This enables researchers to ask questions to four sub populations relevant to research on democracy and governance in Norway.

Main content

KODEM consists today of three panels: The Norwegian Citizen Panel, the Norwegian Panel of Elected Representatives and the Norwegian Panel of Public Administrators. From 2026, the Norwegian Panel of Journalists will be included.

These four panels were first tested in a coordinated survey in 2020, as the project KODEM_DEMO, financed by the University of Bergen. One coordinated survey was fielded to the general population, the elected politicians, the central public administrators and Norwegian journalists.

From 2023, this was continued as KODEM light and run more regularly, with data collection in three panels: The Norwegian Citizen Panel, the Panel of Elected Representatives and the Panel of Public Administrators. This was financed by the University of Bergen. The panels fielded some common coordinated questions and some more panel specific questions twice per year, depending on the interested researchers.

From 2025 KODEM is a national infrastructure with consortium members from the University of Bergen, University of Oslo, University of Agder, University of Stavanger, University of Tromsø, theÌýNorwegian University of Science and Technology, OsloMet, NORCE, Sikt andÌýTheÌýInstitute for Social Research. The infrastructure is led by at ÐÒÔË·Éͧ¼Æ»®, with at UiO as vice leader.

The Norwegian Citizen Panel

The Norwegian Citizen Panel (NCP) had its first survey in 2013. In 2015, the Digital Social Science Core Facility (DIGSSCORE) was established, which led to an expansion of NCP. NCP is now a permanent internet panel with more than 10,000 participants randomly drawn from the National Population Register and is the first panel for research purposes in Norway that uses the internet exclusively.

Panel of Elected representatives

In 2018, theÌýPanel of Elected Representatives was established where all elected representatives in Norway at all political levels were recruited. The panel is active, with participants from all levels of government.

The panel is led by at the University of Bergen.

Panel of Public Administrators

With KODEM_DEMO in 2020, the Panel of Public Administrators was established. Bureaucrats and officials at various levels of government in Norway are recruited to participate. Now, the panel consists of bureaucrats in the central government, with KODEM we will expand to local governments.

The panel is led by at the University of Agder.

Panel of Journalists

A Panel of Journalists where all journalists and editors in Norway are invited is also being established in KODEM, this was piloted in KODEM_DEMO in 2020, but is not active today. The media has a unique power to set the agenda and inform the population and constitutes an important arena for debate. By following journalists and editors over time, the panel will gather information on how they prioritize, work and perceive key issues.Ìý
